Blinking Icons

Seems there's some communication between BOINC components, local to a PC, that looks like outside network activity. I just installed Windows 7. Its network access tray icon has no animation as in previous versions. I found this. It behaves just like Zonealarm. If BOINC is active it flashes continually.
