I just installed BOINC and now need to attach a project, but I first need to configure BOINC for my proxy. Under the "Options" menu, I select "Options" and go to the proxy tab. I input my proxy server info, but there is no "OK" button to push. the only option is to click on the X to close the dialogue box. If you do that, it loses all proxy data. When I go back in, all information I put in is gone.

Am I missing something?

That panel should have an OK button shown under any of the tabs you might select. Suggest you reboot the PC. (end BOINC first, File -> Exit). Then I expect you'll see the buttons properly.
