As Mikey said, Questions and Answers needs to be available to those with no Credit, so if they have an issue getting things going (before they've even had a chance to get any Credit), they can still get help.

If you find spam, hit the at the bottom of the post next to the Reply button & report it as spam.

I know this possibility, but the answer is:

In the main body of the forum it is a very good idea to have a minimum activity level to be able to post.
BUT
In the Q&A section there tends to be quite a number of people who want to start but aren't quite sure what to do next and an activity level would prevent them asking their questions.
Part of the solution is to have an active group of volunteer moderators to keep an eye on things and dispatch spammers to the place where thy belong.
Another part is for people to use the little red-x which lurks near the bottom of every post, hit that, explain why you think the post(er) should be removed. Doing this sends a message to the moderators and the admins who can look at the post and take appropriate action.

I do that routinely with no effect.
