Where can I download vista home premuim?

My notebook hdd messed up and I formated it and installed xp home instead of vista home-p. (at that time I could not yet produce the recovery disk)

I heard in some news that as soon as if I am pc owner and holds vista product key an owner can download vista and re-install it?
